The document was developed under EPA Contract 68-C7-0018. The Protocol for Developing Sediment TMDLs was written by EPA's Sediment Protocol TMDL Team, led by David W. Smith of EPA Region 9, with assistance from John Craig of Tetra Tech, Inc., in Fairfax, Virginia.
